TBI cold cases have new evidence

Cold cases that have lost hope get answers. The Tennessee Bureau of Investigation is getting clues unlocked through the Unidentified Human Remains Initiative.  It helps identify human remains, bringing potential leads.  The latest identified was John Troutman from Pennsylvania. He was identified in July after his remains were found in 2019 in East Tennessee. Our goal has to constantly be to focus on the innocent people and keep turning back to those cases where there’s no answers yet,” TBI Special Agent Brandon Elkins said. That’s where the Unidentified Human Remains Initiative comes in; it helps identify victims through DNA testing. As of August 2025, there have been eight people who have been identified. There’s hope that putting a name to remains will bring new information and potential leads about what happened to each person, their disappearance and their death. Putnam County Tennessee caught a repeat offender

A arrest has been made in Cookeville involving a gang member with a history of felonies, according to Putnam County Sheriff's Office (PCSO).  Police say Kevin Otey, a member of the "Traveling Vice Lords" gang, was taken into custody by the PCSO on Sept. 17. This arrest followed a search warrant executed at his home on Cardinal Street, according to officers. Tennessee Bureau of Investigation and the Algood Police Department, say they discovered illegal drugs and firearms at Otey's residence. Detectives reported finding cocaine, marijuana, a shotgun, a pistol, and over $3,000 in cash. Otey faces multiple charges, including the manufacture and sale of controlled substances and unlawful possession of weapons. His bond is set at $850,000, with a court date scheduled for Oct. 27.

At the heart of the case: claims that facial recognition technology was used at Wrigley Field without properly notifying fans or obtaining their written consent. The suit, filed on behalf of a named plaintiff and others who attended Cubs games, targets both the franchise and Blue Star Security LLC, which operates under the name Protos Security. The complaint specifically references two game dates-May 25 and August 17-when the plaintiff alleges she entered Wrigley Field and had her biometric data collected without her knowledge. Within six months of the landmark United States Supreme Court decision of  NYSRPA v. Bruen  (2022), Illinois disregarded the Court’s clear directives and enacted into law  H.B. 5741 , the Protect Illinois Communities Act (PICA). PICA banned certain semi-automatic rifles and other so-called “assault weapons,” “high capacity” magazines, and other devices, and required existing owners to register with the police as a condition of their continued lawful possession. An NRA-backed lawsuit,  Caleb Barnett et al. v. Kwame Raoul et al. , was quickly filed in federal court to challenge the law as unconstitutional. Citing the  Bruen  decision, the complaint in the case points out that “[a]lmost no other state in the union has ever tried to adopt such an extreme measure — and for good reason, as no less an authority than the Supreme Court has already recognized that semiautomatic rifles ‘traditionally have been widely accepted as lawful’ … All of that dooms any effort ...

On August 22nd, a three-judge panel in Tennessee issued a unanimous ruling declaring two Tennessee statutes unconstitutional. The ruling empowers gun owners across Tennessee and underscores their rights to keep and bear arms.  The court determined that Tennessee's "intent to go armed" statute violates the Second Amendment of the U.S. Constitution and the Tennessee Constitution. Secondly, the court declared Tennessee's law prohibiting the open carrying of certain firearms in parks and other recreational areas as unconstitutional. The State of Tennessee will likely file an appeal with the Tennessee Court of Appeals and challenge the three-judge panel's ruling that limits responsible, law-abiding gun owners' rights. In the meantime, as the court battle continues on, the Tennessee General Assembly will resume the state's legislative session this upcoming January. Utah District Attorney Jeff Gray confirmed the charges in a press conference on Tuesday (September 16), and introduced an idea of motive behind the killings. Robinson has been  charged with seven offences , including aggravated murder and obstruction of justice. Primates escaped from the rec yard of the Madison County Sheriff’s Office Sunday Morning. Dillon Decker, white, male, age 32. Charges: possession of methamphetamine, possession of schedule I, possession of drug paraphernalia, resisting arrest, theft of property, evading arrest, aggravated assault, driving on a suspended license, reckless driving. Brandon Forbes, 43. Charges: violation of parole Cameron Deshaun Campbell, 23. Charges: Theft, Possession of Schedule VI, and felony possession of a weapon. According to investigators, a truck that was believed to have been stolen Sunday morning was occupied by Decker. An award is now being offered by MCSO for the capture of Decker and the other two escapees. Patel has vowed to personally oversee the massive search as law enforcement faces mounting questions over how the suspect evaded capture. CHATTANOOGA, Tenn — A new Tennessee law requiring suspects to pay more upfront for bail is drawing criticism for its potential impact on low-income communities in the Chattanooga area. The law, effective July 1st, mandates that people charged with a crime must pay 10 percent of their bond amount to secure release from jail. Supporters argue the change levels the playing field across the state. But critics contend it disproportionately affects those unable to afford the increased cost, keeping them in jail before trial. Tony Boston, a bail bondsman, said, "The lowest we can go is 5%, and if they catch us going lower than that, we will be penalized." Tennessee’s strong economy reflects these decisions. We consistently rank among the top states for long-term  fiscal stability , and our state debt per capita remains one of the  lowest  in the nation. Tennessee Republican lawmakers have cut more than $5.1 billion in taxes since 2011. Most recently, we passed the  Tennessee Works Tax Act of 2023  and the  Franchise and Excise Tax Act of 2024 , both of which I was proud to support because these initiatives represent real savings for citizens and a more competitive environment for businesses. Although Tennessee no longer collects a statewide property tax, current law still permits it. The proposed amendment would close that door permanently by making it unconstitutional for the state to impose a property tax in the future.
